funding for international activities is critically important.
To stake out a leadership position in a new or developing
market for a new area of innovation, it is important to
establish the organization in the international community.
This may be done by volunteering to chair and host a new
international committee or working group, lead a technical
standards body, or serve as a host repository for informa-
tion. (CCRS did all of these.) This may be done through
the United Nations, Group on Earth Observations (GEO),
a development bank or independently. On a much grander
scale, one might develop an international training institute
or facility – much like the International Space University or
the former ITC in the Netherlands. Virtually every new tech-
nology and its application must be considered in the interna-
tional context in terms of the science, its application, and the
market, including the potential for development assistance
through national and international mechanisms.
In conclusion, in the 1970s and 1980s CCRS was stud-
ied as a model for how to develop a successful program by
a number of other countries as they began their remote
sensing activities. Not surprising, many of these countries
became buyers of Canadian technology. Over time many
thousands of jobs were created and Canada was justifiably
seen as an early leader in remote sensing. As we scan the
remote sensing world today we see rapidly changing tech-
nologies, new players with new ideas on how to monetize
the technology and its outputs, and a growing interest at
the political level. At the same time, we can also see that
government agencies either develop or cause to be developed
most of the basic, disruptive technologies upon which today’s
field depends. The lessons learned by CCRS are as applicable
today as they were when first implemented in the 1970s and

Bob Ryerson has held senior positions in industry and
government, including Director General of the Canada
Centre for Remote Sensing. He has won a number of awards,
including Fellow of the ASPRS, the Gold Medal of the Cana-
dian Remote Sensing Society and the ASPRS Alan Gordon
Memorial Award for “Outstanding Service over his career to
Remote Sensing.”
